Safeguarding in Out-of-Home Care

What we offer

Residential and foster care services must meet stringent safeguarding and compliance requirements while providing compassionate, trauma-informed care.

We support out-of-home care providers with policy development, staff training and incident management, helping create environments that protect children and build community trust.

Safeguarding Services works with out-of-home care, residential and foster care organisations to protect children and young people from harm.

We provide specialist investigations, consulting and training to help care providers meet their safeguarding obligations, strengthen compliance and build cultures where every child feels safe, respected and supported.

Our Role in Out-of-Home Care

The safety and wellbeing of children in care must be at the centre of every decision.

We partner with providers, case management agencies and regulators to ensure child-safe practice, robust incident response and continuous improvement in safeguarding systems. Our work helps organisations:
  • Meet legislative and regulatory requirements, including the Child Safe Standards and Reportable Conduct Schemes
  • Build the confidence and capability of carers, managers and staff
  • Respond transparently and appropriately to incidents or allegations
  • Maintain trauma-informed, person-centred practices in all care environments

Key Challenges in the Out-of-Home Care Sector

Our experience across residential and community care settings highlights several consistent challenges:

High incidence of reportable conduct

Requiring independent investigation

Compliance and reporting confusion

Across multiple oversight bodies

Turnover and training gaps

Impacting consistent safeguarding practice

Need for external assurance

To maintain regulator and community trust

Safeguarding Services helps providers address these challenges through robust systems, responsive support and practical training.

Improving Incident Response in a Residential Care Organisation

A regional out-of-home care provider engaged Safeguarding Services to review its safeguarding and incident management frameworks following a regulatory audit. We developed a new policy suite, delivered trauma-informed training to all staff and conducted independent investigations for several open cases. The result was improved reporting confidence, regulator endorsement and a safer care environment for residents.
